v14: Create property editor ui #32

We need to migrate the old AngularJS code into a Lit-element, so that SeoVisulizer/Client/src/property-editor/seo-visualizer-property-editor-ui.element.ts works in the same way as the v13-version.

We should reuse stuff from here: https://uui.umbraco.com/

uui-input (text) for title
uui-input (text) for meta description
uui-checkbox for the no index-flag.
