Pull request for the torch issue fix @GeekyGhost suggested in #28.

This will likely close #27, close #23, and close #17

lol, I did testing on my rtx3070 with manual install and 1660ti with easy portable install. Both were fresh installs and went off without a hitch. It shouldn't cause any issues but, that was the extent of my testing. I don't forsee an issue. I tried to make sure the changes were minimal and left everything else intact just the torch check and skip.
