Shortcut content should not be limited to site #613

  1. Open wizard for shortcut in root.
  2. click on dropdawn handle (in target) or type a name in filter options input Bug: "No matching items" appears and options do not load image

Click on 'ModeTogglerButton' , error notification message appears:
