Click on the 'Publishing Issues' icon on the toolbar
Click on the 'New Issue' button.
Type a title(do not select an user in the assignees) and press the 'Create issue' button Issue Details dialog is getting visible and incorrect number in the menuItemTab : 'Assignees (1)'
