Show message inside the Publish dialog instead of hiding the Publish button when item(s) cannot be published due to lack of permissions #656

  1. Login with new created user(Content Manager App , Administration Console Login roles)
  2. Add a shortcut and select read-only image in the target
  3. select the shortcut and press the publish

Issue: only Cancel button is present on the dialog:

Expected: "you have no permissions to publish the content" and disabled Publish button
