Issue List dialog - incorrect tab is selected when there are no open issues #668

  1. Create 2-3 issues and close on of them
  2. Click on 'Publishing Issues' on toolbar and open the IssueListDialog. Tab with 'open issues' is displayed.
  3. Click on 'Show closed issues' and close the dialog
  4. Click on 'Publishing Issues' on toolbar and open the IssueListDialog again Bug: tab with closed issues is loaded Expected when there are open issues, then tab with open issues should be loaded, when there no any open issues, tab with closed issues should be loaded.
