Page Editor panel for a site is not correctly refreshed when a page template was added or removed #738

Case 1

  1. Open site-wizard, type name select Features, and save it
  2. Do not close the site-wizard and add new template, select Site in supports, select 'main region' in the controller-selector(do not close the wizard as well)
  3. go to the site-wizard, page is not correctly updated:

refresh the site wizard and dropdown disappears:

Case 2

  1. Go to the Template-wizard and delete it
  2. Go to the site-wizard Page-controller dropdown should appear in the site-wizard, when template has been removed

Verified manually, ui-tests for this bug is 'in progress'
