In the enqurious 2.0 platform, we can't archive the content that has been published once, although it's not deployed by any client. The archival should be allowed in the following cases:
Not published
Published not deployed
Deployed but no active orders while archiving ( say we made a clone of deployed content to make revisions post-deployment and hence old one has to be archived)
But for now, it's only available for Not published content
