Update file_transfer and calendar-heatmap once log files are available #30

From the STSM report:

The vol2bird algorithm deployed on BALTRAD currently does not generate a bird profile data file if there was no bird movement detected in the radar volume data. That means that - based on the files alone - no distinction can be made between no bird movement and no data because of an error in the file processing chain. It was discussed with @adokter to output a log file for each input file, so the distinction can be made between the two, both in the data repository and the coverage visualization. Once these log files are available, the data transfer procedure needs to be updated to interpret these correctly.
