Move Swedish vp data to new code #53

See https://github.com/enram/dmp/issues/5#issuecomment-481242056: OPERA has changed the radar code for a number of Swedish radars. That is why we have e.g. have 2016-2017 data for seovi and 2017-2019 data for seoer.

We should move the data from the directories with the old code to the directories with the new code (except for ARL to BAA because that is radar at a new location 20km further). The old codes referenced in the flyway dataset will disappear that way, but a) these are archived as one package at https://zenodo.org/record/1172801 and b) it's better to have data for the same radar under the same directory.

Changes to implement:

We should not move data from old to new codes/directories in the repository. This will lead to issues when we would pull data from old sources. But all codes should be listed in the OPERA radar archive: https://github.com/enram/data-repository/issues/103
