Germany (de): no longer generating vp files #85

Germany has pvol files on BALTRAD, but vp files are no longer being created since 2019-04-04.

German data have incorrect gain and offset values for VRADH. DWD has promised to fix this.

I'm currently seeing vp files for these radars being generated at ftp://co-0181.c.ipeer.se, could this be an issue on your end downloading the vp files?

@leijnse @adokter The generation of vp files has restarted on 20190910. Not entirely sure what caused the stop, but it seems resolved. Unless you want to dig deeper, I'm closing this issue.

The fact that we have gaps in the enram vp repo while there are pvol files is to be addressed later.
