Add old German radars `deflg` and `desna` to OPERA radar database

In BALTRAD, there were data submitted for the following two radars that are not listed in the OPERA radar database:

• [ ] deflg (data until 2018)
• [ ] desna (data until 2019)

I don't have more info about these radars, except for what I can find in the vp data:

deflg is old name for defbg

deflg

Conclusion

Both radars have the same coordinates and WMO name: deflg can be a considered an older synonym of defbg. The only odd thing is that the recent name defbg has 2015-2018 data in UVA_VPTS: maybe it was updated to align with the new name.

Conclusion

Both radars have the same coordinates and WMO name: desna can be considered an older synonym of deisn.
