Contains main elements of a more extended package setup with sphinx docs, extended ci,... based on the pyscaffold package blueprint.

Things to cover:

• pip-tools integration to provide deployable version with fixed dependency set (+ ci-logic)
• deployment sphinx website and pypi (key setup,...)
• ci logic of the lint/formatting so it raises errors on message
• check the python versions to which we want the ci (server on which deployed?)

@peterdesmet I would propose to merge this PR and move the open points to a separate issue for when I have more info on the current deployment. I can than adjust piptools, ci py-version and combine this with the pypi/sphinx deployment.
