Removing require-module luar #8

It prevents the plugin to be loader if luar isn't there and from my experience this doesn't make the plugin behave differently.

Unfortunately luar is required for one of the modes but not the other. I'm planning on moving to a single mode and a go binary, I just need to find a way to cross compile to mac and linux so I can ship both binaries and tabs.kak can decide which to use on launch.

tabs.kak has been rewritten in rust. closing as this no longer applies.
