This PR is doing several things:

Switches to using Typescript so we can take advantage of better tooling
Sets up some very basic tests
Configures eslint and prettier to work with Typescript
Configures GitHub Actions to run tests and linter
Fixes https://github.com/enriikke/gatsby-gh-pages-action/issues/25
