Migrate learn docs to docusaurus

What is this issue about?

This issue moves our Learn Docs off of Gitbook to a different platform so that the DAO may use crowdsourced translation software and better customize the user-interface of our documentation.

What does success look like?

All articles and supporting assets (images) moved moved to coltron-code/i18n-test repo.

How to get this accomplished?

• Pull the markdown from the old gitbook repo.
• Pull all the images and change their links in the markdown while adding alt attributes.
• Batch edit the all the markdown to apply generic front-matter.
• Edit the front matter for every individual file in /docs to reflect the desired navigation on the sidebar.
