can get ABI (content types 1-8 supported)
if ABI is a URI, returns the URI unresolved
inflates zlib/cbor compressed ABIs
can set ABI (same content types supported)
ABI compression to zlib/cbor needs to be done with helper function before calling the setter
default compression is none/json
pubkey removed from PR since its not supported
