Project's root directory is not being created #11043

This results in project manager's spinning wheel for first-time users.

Nightly from 09/04 works. Nightly from 09/05 doesn't.

I'm tempted to blame https://github.com/enso-org/enso/commit/77183e50e941dbeb00b384ed56a88be68fb30088 @MrFlashAccount

EDIT: Confirmed. 77183e50e941db introduced this regression.

Just start project manager with missing root directory for Enso projects
