Make agreements easier to share #306

A good practice would be to have version numbers for our agreements (as well as changelogs) so people can see how they evolve over time and can reference specific versions.

We should also extract variables from each agreement so other people can fork them into their own handbooks easily.

Update: I am going to commit to getting this work done in August.

Would still be great to get some peeps to collaborate on this with me
