Move: contributing docs out of wiki into main repo

This means any changes must be done by PR which gives everyone the chance to have input

• the new docs are just copied straight from the current wiki pages
• after the new docs are merged we should delete the wiki pages
• the normal process should apply for changes to the contributing docs, except all team members should always be requested for review
