PeerBlock auto updates even when auto update is disabled #320

What steps will reproduce the problem?
1. Set PeerBlock to disable auto update
2. Wait around for xx days as if auto update was enabled???

What is the expected output? What do you see instead?
PeerBlock auto updates probably around the time it would if auto update was 
enabled. The auto close dialog also has a counter reset to 65535 seconds 
after the original one has timed out.
