Add support for application whitelists #361

i ended up with an issue where valve corperation as well as various Game 
servers were somehow on the block lists i was using. in order to correct the 
problem i was forced to manually track down and make a custom whitelist. it 
would be so much easier if you could simply add an application whitelist that 
will allow trusted programs to simply bypass peerblock so that it wont 
interfere with the normal operation of non P2P software

Marking this as a duplicate of Issue #222.

As far as your initial problem goes, don't forget that there are lists 
available on e.g. iblocklist.com for various game companies - you could set up 
the Steam list for example to be an "Allow List", which should cause all 
Valve's servers to not be blocked.
