Make Granular Commands for Shooting #170

We need these commands:

  1. pivot to a known angle
  2. spin up shooter
  3. shoot These three commands should be different, and can be combined to accomplish any of the existing commands ( shoot speaker, , shoot amp, etc.

These will also accommodate drive team requests to piviot and spin up within a given area, but NOT shoot, or in auto to pivot and spin up, and then shoot at a given spot in the routine
