Redirect from user page to person page causes issue in ApprovedRevs #397

On fod2 production (pre-meza), a user was set as an approver for a page with approvedRevs but he did not see the "approve" link on the page history. This was solved once another admin realized that user's user page had a redirect to his person page and they removed the redirect.

This is a tracking issue for the following actions:

Something I've wondered for a while...why do we need Person pages and instead have the legacy Person pages be redirects to the user pages? Is there an advantage to keeping them separate?
