Rebuild documentation for apptools 5.3.0 #356

This PR updates the documentation for the 5.3.0 release of apptools, following the procedure outlined at https://github.com/enthought/apptools/wiki/Releasing.

To test manually, run python -m http.server from the top level of the repository checkout and navigate to localhost:8000 in a browser.
