Update test workflows by:

providing an action for installing Qt dependencies on Linux
only doing EDM-based tests on Python 3.8
adding a suite of pip-based tests primarily on Python 3.8 and 3.11, but with a breadth of ETS toolkits and Kiva backends; plus test PySide6 on Ubuntu for 3.8 through 3.11

In particular, we are now testing celiagg backends explicitly.

This is sufficient for now; in the future we would like to test on more Kiva backends as it is surfacing issues with the Kiva APIs.
