Review release checklist #518

We're planning some build updates that should simplify the release process. The template for making a release should be updated accordingly.

This is out of date: the template was removed in #533.

Instead of using the template, I propose that we add notes on making a release to the wiki. I'll plan to do this concurrently with making the 7.0 release.
