Similar to https://github.com/enthought/mayavi/pull/1135, I need tvtk to support also VTK_SIGNED_CHAR arrays, so I made a modification. Also, a corresponding test is added.

Seams there are some problems installing qt5. I believe this PR can be merged after the relevant fix https://github.com/enthought/mayavi/pull/1199 is merged.
