Basic Compatibility with EDM Python 3.8 and PySide6 #1086

This is largely working, but there are a few test failures - some from missing dependencies, but others may be a bit deeper.

[ ] We want to be able to install a Python 3.8 version of Pyface using etstool.py
[ ] Have tests runnable in that environment.
[ ] Have tests run automatically in that environment.
[ ] Have tests pass automatically in that environment.

Ideally we want all tests that are not from missing dependencies to pass before the next release.
