Fix CI for new `ubuntu-latest` #1185

CI is failing because ubuntu-latest on Github has changed to use Ubuntu 22.04.

This should only require simple fixes to the overall envrionment because we don't have pip-based tests and aren't yet testing on 3.8.

This is resolved by #1210
