Change assert to warning in SplitTabWidget #1196

Hi,

this should fix https://github.com/enthought/mayavi/issues/1163. As suggested by @corranwebster there the assertion error is replaced by a warning.

To see the problem in the mentioned example, https://github.com/enthought/mayavi/pull/1207 has to be fixed first.
