Rename `qt4` to `qt` throughout #1201

Also remove PyQt4 support (all other Qt4 support has been gone for a while).

This is a potential "break the world" event. Tests will probably fail at this point, and highly likely downstream packages will not work with this as-is

TODO:

[ ] add a stub pyface.ui.qt4 which warns and then imports pyface.ui.qt
[ ] add Qt6-ish modules in pyface.qt.* (eg. QtWidgets in addition to QtGui)
[ ] Migrate code to use Qt6-ish API imports
