Update GitHub Actions workflow to run tests on Python 3.8 as well as 3.6 #151

This PR adds Python 3.8 to the test run.

We should expect the Python 3.8 test runs to fail at the moment, thanks to #149.

Getting the expected test failures; the rest seems to be working fine. Once #150 is merged, I'll merge main into this branch.
