Add buoy locations #76

Data from buoys should be plotted to the same scale as model velocity vectors, with red arrows instead of black.

We can use 6 dummy locations with sample data for now, until we have files to retrieve them from.

Is this just some red arrows? Do they move? Is this somehow related to the tracpy stuff?

Do these arrows move over time or are they stationary?

If they are stationary, then we are already capable of plotting them by just sticking them at the front of the list of velocity vectors and adding color information ( #89 )
