Griddly natively supporting Entity Observers #206

Entity Observers can now be configured in YAML for Griddly environments in the same way other observers can.

Configure which variables/playerId/rotation info are exposed by which entities.
Partial observations around avatar entities. (entites and actions/masks are only reported for entities that are within the view range of the avatar)
Multi-agent entity observer support. (This is currently just the Griddly side, the rogue-net side will happen in a subsequent PR)

So these checks are "stuck" probably due to the issue that happened yesterday with github's APIs going down. not sure how to kick them to get them to start again.

managed to get it running again by changing some whitespace in a random file :D
