Define and implement table structure and column names for wind plant metadata

Establish wind plant ID that are common to metadata and SCADA (and other time series) tables.

Example columns:

Plant ID
Latitude (deg)
Longitude (deg)
Plant capacity (MW)
Number of turbines (integer)
Turbine capacity (MW)
Revenue meter data frequency (sampling period)
Curtailment and availability data frequency (sampling period)
SCADA data frequency (sampling period)
