this is looking great @Dynorat!

Outside of my comments, I think it may be worth including a high-level note relating to how to create issues for different components of the system, i.e. the Docker, Python/OpenOA, dbt components. Otherwise, I'm happy to add some suggestions to the commented sections too - just let me know

i think this is an excellent point. do we have a good sense of the system components now? perhaps some sort of diagram that we can include?

@Dynorat - Would you prefer this PR stay open longer, or should it be merged with outstanding issues added to the backlog?
