Missing projects.yml on install #129

Describe the bug When installing the project, a warning is issued because the config/projects.yml file doesn't exist yet. It hasn't been renamed.

To Reproduce Follow the installation instruction online: https://bulletins.eig-forever.org/installation.html.

Reproduced on CI: https://circleci.com/gh/entrepreneur-interet-general/bulletins/546

Expected behavior No warning during installation.
