changed set_header and timestamps #178

changed set_header and timestamps tests are passing

timestamps now have the following format: YYYY-MM-DDTHH:MM:SS. and in set_header, now the user can specify the experiment_id (optional) and on the header, we have removed: qubit_routing, error_mitigation, error_correction
