Recreate site using Hugo. #142

There's a lot of ideas I have for these docs, but we're pretty hindered by Docusaurus and it's templating. This PR tests using the Hugo static site generator combined with the Hextra theme.

Setting to draft so we don't accidentally merge this in.

This PR is now out of testing. Closes #153.
