Budget name scrolls away in mobile layout #1495

Describe the bug In the mobile layout, the budget name in the dashboard is scrolling away

To Reproduce Steps to reproduce the behavior:

  1. Open Dashboard on mobile device/mobile device view in Desktop
  2. Scroll down

Expected behavior Budget name sticks on top
