Create List Form Intermittently Opens Debugger #19

Selecting certain combinations of park and year, the debugger opens (see below). Has happened so far for DINO-2015, BLCA-2016, CARE-2016, and COLM-2016

Closing and re-opening tool, starting over after replacing tool copy with a clean one does not prevent the issue. It still occurs most of the time (not always though).
