Remove experimental ECMA feature flag and other updates #18

Remove experimental spread support flag & some house keeping

Description

Below steps have been taken:

Remove .npmrc to allow npm command to run without complaining about NPM_TOKEN.
Replace npm-shrinkwrap.json with package-lock.json
Fix Eslint issues in /tests/common.js.
Rename directory from test to tests to allow pre-hooks to pass.

How Has This Been Tested

Tested locally by auto-formatting the file in vscode.
