Disable CentOS build as its EOL #350

This build has been unmaintained for a long time - i tried to remove it previously - we kept it as some people were using this for building binaries with legacy glibc compat

At this point centos - and all "7" versions of redhat derivatives are EOL

As a consequence the CI has stopped working - i think we should now disable it
