Add a sandbox for the debug image #26423

Currently we dont have any CI testing for the debug images and there are a myriad of ways it can be broken without detection

Adding a sandbox would be a pretty useful form of documentation for this (personally want to know how to drop into gdb eg) and would provide some needed testing

The obvious downside to this is that it would take quite a chunk of bandwidth in CI pipelines moving the debug images around etc

If we can sufficiently improve performance around publish/verify then i think this is worth considering
