Several things went wrong sadly with this release

broken publishing code (not updated to use zst/new tarball layout) #26810
bad attempt at resolving
Docker repeatedly hanging #26634
publishing docs is not idempotent #26811
mobile CI dying on release PR #26912
github dying while resolving release
last minute blockers
very slow (pre-) release CI from caching issues #26797
(new) branch reopening code failed #26812
CI times out on coverage on first run after VERSION.txt changes #26818

the release has published succesfully now with some manual intervention

on a positive note, the release CI itself is now very fast
