Wasm OSI Image spec: moving it to a vendor-netural location #3642

The current Wasm OSI Image Specification is located in a GitHub repo owned by Solo.io. Consider moving it to a vendor-neutral location, eg, https://github.com/opencontainers/image-spec or https://github.com/webassembly
