synced .bazelrc, tools/gen_compilation_database.py, tools/code_format/config.yaml from Envoy's version.
no changes in .bazelversion, ci/run_envoy_docker.sh.
replaced macro THROW_IF_STATUS_NOT_OK with THROW_IF_NOT_OK_REF as per https://github.com/envoyproxy/envoy/pull/35694.
