[feature request] Ratelimit server should support Redis Credentials Providers

Context

Many projects/cloud providers are moving towards short-lived token-based credentials for Redis authentication:

• AWS
• Google

Feature Request: Redis Credentials Providers

• To implement this effectively, services that create a Redis client need to have a "hook" to repeatedly obtain refreshed auth credentials.
• Ratelimiting service should have some capability to do this: whether implementing provider-specific ways of obtaining Redis tokens, or allowing the user to provide a script or callback for obtaining a short-lived credential.
