4.0 tag should not point to 4.2 #338

Currently the Jekyll docker image 4.0 points to latest (which is 4.2.2) - this is unexpected. I would expect 4.0 to point to the latest 4.0.x patch, whereas 4 should point to the latest 4.x.

This broke a build of mine and left me very... very confused.
